Update for the vBulletin Site Format
To "opt-in" to Adult, Off Topic, Daily Laugh and Current Events:
Click on "User CP" just under the header, look for "Networking" (to the left), next, click on "Group Memberships" (also left), check the forums desired to join, then click on "join groups" or "leave groups", if desired.
Hope this clears up any opt-in/out difficulties.

From what I've been told, You may need to opt into only 1 forum at a time, then repeat as needed.
