I've loaded my bike with all sorts of crazy stuff: 50# bags of dog food, charcoal, play sand, a large cooler, a full size spade shovel, fishing poles, but nothing quite that awkward. I've also been in parts of the world where that wouldn't have been unusual at all. I once saw two scooters transporting a couch, a scooter with a 5 person family on board and one with a six foot tall stack of chicken cages.

Apparently the more civilized a country becomes, the less resourceful you're allowed to be.
I'm joking about that of course, but an $800 fine seems a bit unreasonable.

Agreed. I've had to do lots of crazy stuff out of necessity. However, I've never been so desparate that I had to "wear" my cargo

you know daumn well that's not a joke. freaking pathetic how 3rd world countries can get the job done no matter what, and these "better countries" have turned into a bunch of whining little pussies, "it's to hard", "it's not save", "i might brake a nail". you are completely right. the more civilized a country gets, the more they turn into pussies and forget the meaning of resourcefulness and hard work.
