No idea what it might be but more info might help. Is the whistle high pitched, low pitch? Does it whistle at all RPMs? Does it start whistling as soon as you start out? Does it whistle only at certain speeds? Any bolts missing where air going through could cause a whistle? Any mods to the bike?

Nothing has been Modded to the bike.. I can find anywhere that bolts would be missing. High Pitched at about 50 to 70 Miles per hour.

Did the whistle just start all of a sudden? Or is the bike new to you? Have you changed anything on the bike recently? My first thought would be windshield gap above headlight.

And you took off the air cleaner why??? If your driving it that way, your hearing the air rush into the untake.

What your describing happened to me a few years back and I still have no idea what it was, it didn't happen all the time, just when I got up to 70 or so. A while later it stopped, and I haven't heard it since. It did sound louder at the front of the bike, I could lean forward over the tank and it was much louder, but I did have a windshield. Hope you can figure it out, I never did.

If you had the air cleaner off, perhaps it is not seated properly - try taking it off again, clean the parts of any debris and put it back on - see what happens!
