I'd change the brake fluid as it's not hard to do, and see if that makes any difference. I'm thinking it's the valve in the master cyclinder that's perhaps vibrating (harmonic) as the fluid is going through when you squeeze the brake handle. I don't know what else would make the type of sound you describe...

It's not normal on a C50. Try putting it in neutral while sitting in your driveway or on the street and engage the brake lever. If it doesn't make the sound then you can rule out the brake reservoir. If it only does it when you're moving it could be the brake line hitting something, the pads, or something else with the front wheel transmitting the noise up through the brakes.

The mechanic at the dealership I bought it from says it's normal, but my M50 didn't make that noise. Can anyone verify if this is a normal noise, or is it something I should be concerned about? All fluids are at a good level, and the brake feels fine when I pull it, no stuttering or shaking, just the ever present whir. Thanks in advance.
I can hear my brake pads contacting the disc while pulling the lever. It does not sound like a whirring noise, but there is definitely a sound coming from the caliper area of the bike. I'd be almost certain that its normal. I've recently put on new pads, steel brake line, and new fluid for normal maintenance and the soft, smooth noise is still there.

I got a chance for a quick ride when I got home today and noticed some stuff thanks to your suggestions. The noise only happens when I'm moving and deteriorates as I slow down. It definitely sounds like it's coming from the lever/reservoir area, not the caliper area. This is making me think that it's something rubbing in the pad/caliper area and the noise is transferring up the line or cable. I'll try to pull it apart this weekend and identify the culprit, but honestly I've been through weird stuff like this and usually I pull it apart, inspect everything, put it back together and the noise goes away without me ever knowing the root cause. Oh well, I'll take it one way out another. Again, thanks for everyone's help.

It turns out you are dead on. I couldn't figure it out for the life of me, but finally got a chance to ask a mechanic this morning, who explained that I'm hearing the sound caused by the holes in the front rotor rush past the pad. The reason I wasn't hearing it on my M50 is because it didn't have a windshield. He said that apparently windshields will reflect noises back at you that you normally won't hear, and he sees it all the time with people who get their first windshield. Mystery solved! Thanks to everyone for their suggestions.

And You only heard the holes in the front rotor rushing by at speed when braking as the engine noise particularly louder pipes muffles other sounds and is often a lot quieter while braking. Hence you associated the noise with braking. And yes you also do hear more motor sounds with a windshield in place from reflected noises. Congratulations on your none problem.

Gee thanks, but actually the noise isn't there if you don't pull the brake. Apparently the holes only make the sound when the pad makes contact. Personally, I suspect it had something to do with the groove in the pad, but what the **** do I know!

With the new disc and pads on mine, I hear that noise when not using the brake, but is very faint now with over 1,000 kms on the new brakes. The noise is still there under braking. I didn't hear the noise with my old disc, but that is probably more to do with the poor condition of the disc surface.
