Not that I wouldn't love to be on the next Angry Birds development team, but he should just do it himself. Go to developer.android.com and work through the tutorials. Java isn't that hard, and they do a great job of walking you through setting up your development environment, building your first app, publishing it to the market, and learning the libraries for Android.

This app is pretty cool, but it only works if you have service. Unfortunately, you'll usually find sketchy service (at best) where the best twisties live.

If you could make an app like this one that works without requiring connection to a network that would be awesome!

I've read of other folks having problems using the motorcycle.com app on Android ICS, but i have yet to have an issue. The app works fine for me, and is what i use a majority of the time. There's only 2 things i'd change about it; 1 - PM's load very slow, might speed that up somehow? 2 - unable view profile pics within the app.

I started to get into Android development myself, but like most hobbies, i lost interest. I can't even force myself to load another ROM on my Evo 4GLTE, it does everything i need/want at this time.

If you want to develop for triple platform you can use Adobe Flash Builder.
