Well here's the finished product and I have to say I am Very Pleased.
I used my Weller Port-A-Sol iron which is butane powered and adjustable and a solder sucker. I found that about half powered was adequate. As per the other comments you MUST use a lower wattage soldering iron. Otherwise you risk burning up the new LEDs when you install or/and you may cause the circuit traces to lif off the board. Likewise if you iron is to small you'll end up over-heating everything and never get the solder hot enough to flow. Removing the old ones was a little difficult. They just didn't want to go but with a little persuasion (pressure), heat and language they came off. Soldering the new LEDs was hardest but only because of their small size. LEDs are directional and only work if they are installed correctly. Looking at the closeup you'll see a vertical bar and arrow. The bar represents the Cathode of the LED. That corresponds to a corner of the LED which is different from the other 3 corners...in my case one corner was cut off at an angle. The easiest way to install is to place the LED on the board and hold it there with a small tool so it won't move (even at a low setting you iron will still get plenty HOT). Touch the solder with the iron tip just enough to get a little build-up on the tip. Touch the tip to the circuit board pad first and then gently drag the tip to the side of the LED. Remove the tool and repeat for the other side. Do it 5 more times and you're done. I got 10 LEDs from Ebay seller "oznium925" for less than $10. His website is Oznium.com. They spec at 130-200 mcd. Don't ask me how to measure that. There are 11 LEDs total on the board I didn't see the sense in doing all. Besides the other lights are either off or idiot lights anyway and should be more noticeable, especially the blinker. OK OK here's the pics. Sorry about the red light but notice the date on the pics, you'll see I rolled over past mid-night and the boss was upstairs in bed. Not a good time to hear those Cobra Drags blasting. might change the high beam one to another color like orange since it's blue too, you may have discovered a side business. I might even add to that line up.

Yep, diy project. I don't know if I'm ready to mod for others yet. It's not difficult but does take a little time which I don't have much of.
